1. The definition of the investment priorities of the region
It is the dynamic process dependent from the economic reality, market conditions, the level of the social security and the solvency of the population. The actual increase of the vested capital is possible only under the condition of the comprehensive approach to this problem.
From the point of view of the depressive nature of the general economic situation, the selection of the investment priorities for Vinnytsya as well as for the Ukraine as a whole is realized in such spheres:
  • The export development and the effective import substitution;
  • The decrease of the costs of the primary raw, the deepening of the degree of its processing;
  • The decrease of the power-consuming;
  • The decrease of the environmental load;
  • The increase of the living standards of the population.
The priority directions on the engaging the foreign credits has been determined by the order KMU from April 8, 1995 #234 and another one with the introduced amendments from December 8, 1999 #2218.
Particularly, the regional priority has the following directions for Vinnytsya region:
Chemical industry:
The creation, reconstruction and modernization of the production of the sulfuric acid, titanium dioxide, mineral fertilizers and chemicals for the plant protection.
Food-processing industry:
Butter-fat production;
Meal for children.
In agriculture:
The purchase of means for plant and animal protection, operational chemical substance for the plant protection.
Microbiologic industry:
The creation and production of the immunobiological, microbiologic, new chemicals and the substances of the pharmaceutical preparations.
2. The creation of the favourable conditions for the investment engaging.
In this direction:
    • The project of the solution of Vinnytsya regional board " About the special order of the investment activity is during the re-structuring the sugar industry in Vinnytsya region " is being elaborated;
    • "The program of the re-structuring of the sugar industry in Vinnytsya region" is fulfilled.
    • The permanent investment conference appeared, to participate in which the financial, consulting structures, state bodies having a direct influence on the investment climate of the region are got.
    • The data bank of the investment proposals of the firms of Vinnytsya region is being created within the permanent conference. The cumulative proposals are efficiently fulfilled with the investment companies, the circle of which is constantly extending.
    • The complex of measures is being worked out on the transfer of the objects of the social and everyday assignment (destination) to the balances of the local boards.
    • The project "The privatization of the lands of the non- agricultural assigning by the firms of the Ukraine" became active with the regional Fund of the state-owned property assistance and the financing of the Agency of the United States of America on the international development (USAID) in Vinnytsya region.
The problems, which influence the formation of the investment climate in the region of the essence:
  • The assistance of the state executive bodies in the seeking of the fruitful contacts of the firms of the region and the potential investors;
  • The actual assistance in the re-structuring of the present debts of the firms negotiating about the investment;
  • The creation of the corresponding public opinion about the course and the results of the investment policy of the region;
  • The formation of the transparent mechanisms of the implantation of the investment projects;
  • The further development of the support policy of "the centers of the potential increase", as a such policy that has already shown its effectiveness.
3.The possible sources of the financing of the investment projects.
  • The engaging of the credit lines, signed by the government of the Ukraine.
  • The state and the local innovation funds for the projects innovation by the nature.
  • The project of the assistance to the export development carried out by the Ukrexim bank.
  • The Ukrainian commercial banks.
  • The Ukrainian and foreign financial and industrial groups, private investors.
  • The funds of the venture financing.
  • The programs of the technical assistance, grant programs of the donors especially at the stage of the pre-project substantiations and the structure formative projects).
The list of the firms, defined as attractive for the investments and as those having the strategic significance, requiring the engaging of the investment resources above all.
